The price of fresh milk

Recently, a reporter covering the news in Heilongjiang province, Shuangyashan city, discovered that because large-scale dairy product businesses have a monopoly on the price of fresh milk, the price of milk in this area is persistently low, and many small dairy farms are unable to make ends meet, and are forced to "chop up the cow" (kill the cow or sell its meat). People who raise cows say that these days a half kilo of milk isn't worth as much as a bottle of mineral water.  Experts believe that to achieve healthy sustainable development, the nation must break the monopolistic hold of a few large-scale dairy product enterprises, this would quickly bring about change and improvement.

Pay another five mao!

A broken-finger five-mao dispute

As a salesperson in Nanjing's Confucian Temple store was taking money from a woman customer, perhaps because the salesperson didn't quite catch it, a five mao coin fell into the counter.  The salesperson asked the customer to pay another five mao, but the customer said she wanted to use a broom to sweep it out.  So the two got into a heated argument, and unfortunately the woman's finger was broken, and the salesperson was forced to pay the woman's medical expenses, which amounted to more than 4,000 RMB [$635.00].

[Cartoon:  Pay another five mao!

Because of a dispute over 5 mao [eight cents], one side got a broken finger, and one side had to pay 4,000 RMB, which is 8,000 times the five mao.  For even a slight advantage, some people will stand on principle, "stake their reputation on it," defy death to defend that principle, never hesitating to get into a free-for-all that brings about disastrous consequences, while people looking on think it's all pretty silly.

On the internet, the "five mao" incident has one side hurling insults at the other; in reality, the five mao have brought about a tragedy, because people on the internet hear the news and rush to criticize:  "In China, five mao can cause trouble" ... If the posts had stopped here, it would have been fine, but they are growing more and more crooked, and this is developing into prejudice against people from Nanjing, then people from Jiangsu and Zhejiang provinces, then people from all of the south of China ... Sometimes, the disputes on the internet over "five mao" are more boring than the dispute in real life.
“五毛”还是网络互殴中一派对另一派的辱称,现实中五毛钱引发了悲剧,网友们便闻讯赶来,评道:“在中国,五毛就是能生事”。仅此倒也罢了,可后面的楼越建越歪,演变成了针对南京人,进而针对全体江浙人及所有南方人的地域歧视———有时,网络的五毛纠纷比现实中的五毛纠纷更无聊。

Not patriotic? Can't come in!

Loyalty's Doorway
Zhōngyì zhī mén

In Changchun, there's a small restaurant that has banners decorating the doorway with couplets that read, "If you are not patriotic, you can't come in" and "If you don't respect your parents, you can't come in," and these have become a hot topic among citizens.
Zài Chángchūn yījiā xiǎochīdiàn ménkǒu chūle yī fú duìlián, xiězhe “bù àiguó” “bụ̀xiào fùmǔ” zhě jìn rù, yị̌nqǐ shìmín rè yì.

This restaurant is in the neighborhood of Changchun's Pingyang Street, and if it weren't for the couplets reading "If you are not patriotic, you can't come in" and "If you don't respect your parents, you can't come in," there would not be much difference between this small restaurant and many others. The couplets are made of stainless steel, and in the sunlight are slightly dazzling.
Zhè jiā xiǎochīdiàn wèiyú Chángchūn shì Píngyáng jiē fùjìn, rúguǒ bụ̀ shì yǒu zhè fù “bù ài zǔguó zhě jìn rù”, “bụ̀xiào fùmǔ zhě jìn rù” de duìlián, tā hé bié de xiǎochīdiàn bìng méiyǒu shénme liǎngyàng. Zhè fù duìlián shǐyòng bụ̀xiùgāng zhìchéng de, zài yángguāng de zhàoyào xià, wēiwēi huàng guāng.

The restaurant owner's name is Zhao Zilong; he calls his place "Loyalty's Doorway".  He says his goal in hanging these banners is constantly to encourage himself to be patriotic and to respect his parents.  "These are the foundations for how to conduct oneself, if you don't respect your parents, nothing else matters," Zhao Zilong says.  He put the couplets up about five years ago; at first they were self-adhesive, now they are made of stainless steel.
Xiǎochīdiàn de lạ̌obǎn míngjiào Zhào Zǐlóng, tā chēng zìjǐ de diàn mén jiào “Zhōngyì zhī mén”. At lunchtime, the little restaurant is very busy, and many of the customers know the owner.  They say Zhao Zilong is a very warm person and often after people eat there, they make friends with him.

But there also are a few customers who think these couplets make it hard to avoid suspicions of marketing hype.

News that "Zhu's Bookstore"--Shanghai's largest locally-owned secondhand bookstore--will have to close at the end of the year got the attention of Shanghai's booklovers ... After reports yesterday morning, Zhu's Bookstore saw an unprecedented surge in sales, and bibliomaniacs from all over came "to look for the best books"; everyone wanted to help the owner, Zhu Fengtao, to find a way out of the difficulties he's having with the bookstore.
“沪上最大民营旧书店‘小朱书店’年底将关门”的消息牵动了沪上众多爱书之人。。。昨日,经早报等媒体报道后,小朱书店迎来史无前例的销售热潮,各地旧书迷不远千里赶来淘书,都想帮一帮老板朱凤涛,以缓解书店目前的困局。
“Hùshàng zuìdà mínyíng jiùshūdiàn ‘Xiǎo Zhū Shūdiàn’ niándǐ jiāng guānmén” de xiāoxi qiāndòngle Hùshàng zhòngduō ài shū zhī rén... Yesterday afternoon, as the reporter was telling the cab driver he "wanted to go to the #4 line at Tang Qiao station, the driver casually asked, "You're going to Zhu's bookstore, right?"  It turns out that yesterday all the newspapers and radios carried the story of Zhu's bookstore.
Zuórì xiàwǔ, dāng jìzhě dāshàng yī liàng chūzūchē gāng biǎomíng “yào qù 4 hào xiàn Táng Qiáo zhàn” shí, sījī biàn bùjiǎsīsuǒ de shuō: “Bụ̀ shì qù Xiǎo Zhū Shūdiàn de ba?” Yuánlái, zuórì de bàozhǐ hé guǎngbō dōu bàodàole xiǎo zhū shūdiàn de gùshi.

As the reporter once again stepped into the bookstore, the noisy scene was surprising; inside there were more than 50 customers choosing books and standing in line to pay.
Dāng jìzhě zàicì tà jìn shūdiàn shí, rènao de jǐngxiàng lìngrén jīngyà: diàn nèi tiāoxuǎn hé páiduì jiézhàng de gùkè dàyuē yǒu 50 duō rén.

Mr. Zhu observed the scene and said, "Today's business volume is more than all the past ten days." He told the reporter, "Actually, yesterday evening (November 29), there already were quite a few customers, at 9:00 p.m., customers were coming in to buy books, and yesterday morning when the doors opened, many customers came in one after another."
Zhū lạ̌obǎn kànzháo zhè fú chǎngmiàn, zhíyán "Jīntiān de yíngyè'é shìyǐ qiánde 10 tiān dōu bùzhǐ le." Tā gàosu jìzhě: "Qí shízài zuótiān (11 yuè 29 rì) wǎnshang, gùkè yǐjing bùshǎo le, zuówǎn 9 diǎn dōu hái yǒu rén gǎnlái mǎishū, jīntiān zǎoshang kāimén, jiù lùxù láile hěn duō gùkè."

According to reports, only a few of the people who came to look for good books were previous cusotmers, most were people who'd heard the news on the media.  Auntie Wu, who lives in Qibao, was among them.  She'd read in the newspaper something about Zhu's Bookstore, and she rode the subway for more than an hour to get there, she wanted to choose good books on calligraphy, and she bought four of them, "because the owner is a member of the calligraphy society, he especially likes to gather copies of these books, recently my daughter began to study calligraphy, now that I've bought them she can use them in her studies."
Jù liǎojiě, qiánlái táo shū de gùkè yīxiǎo bùfen wèi zhū lạ̌obǎn yǐqián de gùkè, dàbùfen shì cóng méitǐ shàng dézhī xiāoxi de, jiā zhù Qībǎo de Wú āyí jiùshì qízhōng yī wèi. Mr. Peng, 46 years old, said frankly that "this is the first time I've come to this bookstore to look for good books." "In the past, I would go to a used bookstore at West Station to buy books, but after it was torn down, I couldn't find a similar bookstore."  Zhu's bookstore caused Mr. Peng to recall his childhood, "Whenever I got a gift of money at New Year's, I would buy books, so the feeling of flipping through pages of a book is very familiar."
46 suì de Péng xiānsheng tǎnyán "dì-yī cì lái zhè jiā shūdiàn táo shū." "Yǐqián jīngcháng qù Shànghǎi xī zhàn yījiā jiùshūdiàn táo shū, hòulái chāiqiānle jiù zài méi zhǎodào xiàngyàng de shūdiàn."  Xiǎo Zhū Shūdiàn ràng Péng xiānsheng huíyìle yị̄xià tóngnián shídài, "nále yāsuìqián dōu yònglái mǎishū, yǒuxiē jiùshū fān qǐlai gǎnjué zǒngshì tèbié qīnqiè."

Mr. Guo, an "awesome" customer who has had a long friendship over many years with the owner, roamed around the bookstore for three hours, and bought 30 books all at once.
“最牛”顾客郭先生称与老板有着数年的交情,在店内逛了3个小时,一下子购买了30多本书。

Yesterday, many booklovers found an understanding friend here.  An enthusiatic lover of used books even introduced the crowd to famous places in Shanghai to look for good books, for example on Ruijin #2 Road, South Fujian Road, Chang Le Road's Modern Cultural Center.

Yesterday, a member of the Shanghai Student Public Welfare Alliance, who also is a student at the Shanghai Trade Tourism School, named Jin Yongye, arrived at the bookstore, and proposed that Mr. Zhu "build a web platform for the bookstore" as an inexpensive way to sell books.

Mr. Zhu said that all day yesterday he got many phone calls, residents in the neighborhood said that "before he moved, he could have free space to store the books," and an enthusiastic businessman said that he could leave "secondhand books in the coffee shop," but regrettably, the property owners did not indicate they would lower the rent.
Zhū lạ̌obǎn biǎoshì, zuótiān yī tiān, tā yǐjing jiēdào wúshù diànhuà, fùjìn jūmín biǎoshì “huì zài bānqiān zhījì, tígōng miǎnfèi cúnfàng shūjí de dìfang”, rèxīn de shāngjiā tíchū “yào ràng jiùshū zǒujìn kāfēidiàn”, dàn yíhàn de shì, shāng pū jīngyíng fāng bìng méiyǒu biǎoshì huì jiàngdī zūjīn.

Zhu Fengtao tactfully said, "To tell the truth, I haven't thought about my choices."  "As long the booklovers are happy, I can overcome any difficulty," said Zhu Fengtao.
Zhū Fèngtāo wẹ̌iwǎn de biǎoshì: "Shuō shíhuà, wǒ réngrán méiyǒu xiǎng hǎo gāi zěnme xuǎnzé."  "Zhǐyào ài shū de rén xǐhuan, wǒ huì kèfú yị̄qiè kùnnan qù zuò," Zhū Fèngtāo shuō.

Mr. Zhao, an eyewitness, stated that yesterday at around 11 a.m., a disheveled man who looked like a beggar fell to the ground near the flagpole stand at the entrance to the Guiyou building, and a few minutes later, two young women came out from the building, one of them was dressed in black with her hair done up in braids, and seeing the man lying on the ground, she began to shout loudly, "This man has fainted, dial 120," and then she began to resuscitate him.  Mr. Zhao said many people stopped and stood around watching, and "everyone was praising this young woman for being a Good Samaritan."

Mr. Wang, a cab driver who was near the building waiting for fares, said that the woman in black knelt on the sidewalk and vigorously pressed down on the man's chest, and then she gave mouth-to-mouth resuscitation, while at the same time patting the man's face; after she'd done this several times, the man opened both eyes and returned to consciousness.  After the woman in black made certain there was no serious problem, she quickly got into a car with her friend and left, and "the beggar sat there for a little while, then all by himself got up and went away."

Yesterday, a person in charge at the Guiyou building verified that the survelliance camera showed that yesterday at around 11 a.m., more than 10 people were gathered at the entrance to the building, and vaguely there could be seen a woman in the process of giving artificial respiration to a man who was on the ground.  Then this woman and her friend drove away in a Honda CRV.

A wonton bowl of dignity

Play money
Yóuxì bì

In a market on Xinjiang Street in Changchun, there is a small shop that sells wonton. An old beggar often shows up and buys something to eat with play money, which he thinks of as real currency, and the shop doesn't embarrass him, they just pay for his meals.  After this report appeared in the newspapers, the feedback from readers was especially animated.  On the blogs, news of an old beggar who uses play money to buy wonton was spread around, and many bloggers offered their thoughts.
Zài Chángchūn shì Xīnjiāngjiē shìchǎng, yǒu yìjiā mài húntun de xiǎodiàn, yí wèi xíngqǐ de lǎorén jīngcháng guānglín zhèlǐ, cháng cuò bǎ yóuxìbì dàngchéng yìngbì lái mǎi chī de, zhè jiādiàn cóngwèi chāichuān lǎorén, zhàoyàng gěi lǎorén fùhuò. The shop's owner is just an ordinary citizen, and isn't famous, or especially concerned with morality or ethics.  When dealing with the old beggar's way of "paying the bill," he knows the situation, but avoids exposing the old man.  A steaming hot bowl of wonton has made people feel the depth of warmth in this world.
Húntun diàn láobǎn, yí gè shì jiān xiǎomín, búsuàn míngrén, gèng wúguān gōngdé lúnlǐ zhī dàdào. The old man's hearing is not good, his eyesight is poor, and possibly it never occurs to him that the money in his hand is fake.  He's bent over all day begging, and has eyes filled with sympathy or contempt cast on him.  To speak of an equal exchange is wishful thinking. But as far as he knows, he takes money out of his pocket, the wonton in the bowl go into his stomach, it's an equal exchange of value; that he's eating is perfectly proper, couldn't be better.  From his point of view, the meal not only satisfies his appetite, but serves as a heavy dose of dignity.
Zhī yú lǎorén, ěr bùqīng, mù bùmíng, xiǎngbì tā yě wèicéng xiǎngdào shǒuzhōng dì jǐ kuài yìngbì jìngshì jiǎ de.  Píngrì lǐ bēi gōng qítǎo, nà yì shuāngshuāng tóuguò lái de huò tóngqíng huò qīngshì de yǎnshén shì hé zīwèi tā xīn zìzhī. Duì tā láishuō, zhècì yòngcān bùjínjǐn zài yú mǎnzú kǒufù shēngjì, gèng shì duìyú zūnyán de yícì zhòngcháng.

Faced with this transaction, the kindly shopowner doesn't undeceive the old man, or destroy his inner calm. "This old man's life seems so hard, if I am able to help, I help, I don't even consider exposing him, I'm afraid he'll lose face and won't come back again." The sincere and honest shopowner's words turn "dignity" into "saving face," and it may be that the shopowner himself doesn't fully understand what those words mean.
Miànduì jiāoyì, kě'ài de diàn láobǎn bìng méiyǒu jiēkāi shìshí, dǎpò lǎorén xīnzhōng de pínghéng.  "Xiàng zhèyàng shēnghuó jiānnán de lǎorén, néng bāng shàng tā de jiù bāngbāng, bù xiǎng chāichuān tā shì pà tā juédé méi miànzi, yǐhòu gāi bù láile." Pǔshí de diànjiā jiàng "zūnyán" shuō chéng le "hǎo miànzi," kěnéng diànjiā zìjǐ dōu bù zhīdào qízhōng dì yìwèi."

Someone lending a hand at the right time, a drought ended by a rainfall, that is what those who live in hope most need.  Because of self-respect, when you have to ask for help, especially if it involves money and livelihood, it's hard to save face. Shame and humiliation aren't his fault, rather he is someone who has the burden of shame and humiliation. Nothing would hurt him more than having everyone know about his humiliation.  To treat the old man as a regular customer, and not cause him to suffer, that precisely is the bridge that reaches the spirit of those who need help.
Xuězhōngsòngtàn, hànfénggān ín, jūn wéi xūzhě suǒ pàn. Zhǐshì zìzūn shǐrán, miànduì bāngzhù, tèbié shì guānxi qiáncái shēngjì zhī shí, nán tái  tóuliǎn. Chírǔ bú shì tā de cuò, dàn tā quèshì chírǔ de chéngdānzhě.  Tǎngruò dàsì zhāngyáng, duì qí xīn líng, gèng shì yì zhǒng mòdà de sǔnshāng hé dǎjī. Wèile ràng lǎorén xīnzhōng bù nánshòu, bù jiēchuān, bù chāitái, ràng qí "zhèngcháng" xiāofèi, zhèngshì míhé le shòu bāngzhùzhě zhè yìcéng xīnjìng."

There are quite a few people who have the psychology of the philistine towards a "beggar customer"; just because of how he looks, they would do away with him; if he came through the door, they'd reveal his trick, or chase him out.  Then there are those who would give him a few wonton out of charity, just to show they are magnanimous.  But this shopowner, even though he's out of the spotlight, extends a helping hand and doesn't embarrass the old man.  To help others and not leave a trace, that is what gives dignity to others, and this closes the gap, as in the Buddhist saying, "Wanting others to know you've done a good thing is not a good thing."
Àn shìkuài xīnlǐ, qǐgài xiāofèi, guānxi xíngxiàng, sǎodì chūménzhě bì bú zài shǎoshù; zòngshǐ jìnmén, yě kě jiēpò zhēnxiàng, ràng lǎorén luòhuāng'értáo; zài yǒuxīn zhě, kěnéng huì shīshě jǐ gè húntun, yǐbiǎo shànxīn yìjǔ. Here we can't help thinking of "showing mercy and expecting to be repaid," or "imposing charity on others," and many such phrases.  Whether it's exchanging gifts or repaying debts of gratitude, whenever we help others, it seems we always link that help to "repaying" and "imposing."  Or dressing up one's interests by investing a plum and asking for a peach in return, adopting a superior attitude by throwing money around to buy peace of mind; we never look deeply into our hearts and squarely confront the idea that the people we are helping are our equals.
Zhèlǐ, bújīn liánxiǎng qǐ "shī'ēn suǒ bào" "bàolì císhàn" de línlínzǒngzǒng. tóutáobàolǐ, zhī'ēn túbào, wǒmen zài bāngzhù rén shí, sìhū dōu zài jiūjié yú "bào" yǔ "shī." "People are unreasonable, what they say is absurd, they are ego-centric and indifferent, but we must always love them / The good deeds you do today will be forgotten tomorrow / But that doesn't matter, you must always do good things." These words hang on the wall of Mother Teresa's home for abandoned children in Kolkota (Calcutta); the poem highlights the primary place respect has in relation to benevolence.
“人们不讲道理、思想荒谬、自我中心/不管怎样,总是要爱他们/……你所做的善事明天就被遗忘/不管怎样,总是要做善事……”特里莎修女创办的加尔各答“儿童之家希舒·巴满”墙上的诗歌凸显出慈善对于灵魂最原始的尊重。
"Rénmen bù jiǎng dàolǐ, sīxiǎng huāngmiù, zìwǒ zhōngxīn / bùguǎnzěnyàng, zǒngshì yào ài tāmen / … … nǐ suǒzuò de shànshì míngtiān jiù bèi yíwàng / bùguǎnzěnyàng, zǒngshì yào zuò shànshì … … ” Tèlǐshā xiūnǚ chuàngbàn de Jiā'ěrgèdá "értóng zhī jiā Xīshū · Bāmǎn" qiáng shàng de shīgē tūxiǎnchū císhàn duìyú línghún zuì yuánshǐ de zūnzhòng.

[Note: Xishu Baman [Shishu Bhavan] = the name of home for abandoned children established by Mother Teresa in Calcutta  希舒. Jia'ergeda = Kolkata = Calcutta, India]

It all comes back to the original intent to keep benevolence pure and unsullied by any impurities.  When you don't embarrass those who need help, when you don't insult or humiliate them, only then will you have the spirit of equality in dignity. This is the example set by the bowl of wonton, and its relation to charity.
Guīyú běnxīn, dān cún shàn niàn ér bù jiā zázhì.  Ràng shòu zhùzhě bù bièniu, bù qūrǔ, cái néng kàndào yígègè píngděng hé dédào zūnzhòng de línghún. Zhè yìdiǎn, yì shì zhè wǎn húntun miànduì yú císhànshìyè zuì hǎo de shìfàn.

"Troublemaking sewer" knocks out three teeth: Who will say they own it?
“肇事井”磕掉仨牙 谁来认领?“Zhàoshì jǐng”kē diào sā yá shuí lái rènlǐng?

Yesterday, the reporter went to Changping to meet Mr. Dai, who'd just gotten out of the hospital.  Mr. Dai's left eye obviously was bruised, he had eight stitches in his lip, he'd lost three teeth, and he is forced to wear a face mask.

[Photo: Mr. Dai explaining to  the reporter how the accident happened Dài xiānsheng xiàng jìzhě jièshào shì fā jīngguò]

As he recalls it, on October 22nd at around 9:45 in the evening, he was riding his electric bike and taking his girlfriend home by way of Jing-Zang highway, and on the way to the intersection of Fu Road and Manbai Road, he suddenly saw that in the road ahead of him there was a dark hole, "and as I became aware of the danger I hit the brakes, but it was already too late, the bike's front wheel went straight into the open sewer, and both of us were thrown down."  Mr. Dai remembers his face hit the ground first, his forehead and lips were seriously injured, and he lost three teeth.
Jù qí huíyì, 22 rì wǎn 9 diǎn 45 fēn zuǒyòu, tā qí diàndòngchē dài nǚpéngyou huíjiā, tújīng Jīng-Cáng gāosù jìnjīng fāngxiàng Fǔ Lù Mǎnbái lùkǒu shí, tūrán fāxiàn qiánfāng lù miàn yǒu yí gè hēidòng, "Dāng wǒ yìshí dào wēixiǎn shāchē shí, yǐjīng láibùjí le. Qián chēlún zhíjiē zāi jìn jǐng nèi, wǒliǎ bèi zhíjiē shuǎile chūqu." Dài xiānsheng huíyì, tā shì liǎnbù xiān zhuódì de, miàn'é hé zuǐchún shòushāng zuì zhòng, yá bèi kē diào 3 kē.

After the accident, Mr. Dai was taken to the hospital for treatment, "they put eight stitches in my lip, I've already spent 3,000 yuan [about $450], and that's not counting future medical expenses and dental fees."  Apart from the medical fees, the bike he bought just a few months ago now basically is worthless.
Shì fā hòu, Dài xiānsheng bèi sòng wǎng yīyuàn jiùzhì, "Zuǐchún féngle bā zhēn, fèiyong yǐ huāle jìn 3000 yuán, zhè hái bú suàn hòuqī yàofèi hé zhìyá de fèiyong." Chúle yīyào fèi, gāng mǎi jǐ gè yuè de diàndòngchē yě jīběn bàofèi."

Mr. Dai said his girlfriend told him that that same evening, the traffic police arrived on the scene, and the sewer cover was found about five meters away in the sand by the side of the road.
Dài xiānsheng shuō, shì hòu jù nǚpéngyou tòulù, dāng wǎn jiāojǐng dàochǎng hòu, zài 5 mǐ wài de lùmiàn shātǔ páng zhǎodào le jǐnggài.

Yesterday afternoon, the reporter and Mr. Dai went to the scene of the accident, and saw the "troublemaking sewer" in fact already had been covered; the writing on the sewer cover reads "Beijing Municipal," and in the middle is the word "sewage" ... Nearby, one could see faint traces of bloodstains. Mr. Dai confirmed that those bloodstains were his from that evening.
Zuótiān xiàwǔ jìzhě yǔ Dài xiānsheng zàicì láidào shì fā dì, "zhào shì" jǐngkǒu què yǐ gàihǎo, jǐnggài shàng de zìyàng shì "Běijīng shìzhèng," zhōng jiān shì yí gè "wū" zì.  Zài lùpáng, hái néng yǐnyuē kàndào bānbān xuèjī. Dài xiānsheng zhèngshí, gāi xuèjī shì tā dāngwǎn liúxià de.

But finding out who has authority over the sewer cover has presented some serious difficulties.  Mr. Dai made a round of phone calls, and inquired at several offices, but nobody was clear about its "owner" ...

Yesterday, Mr. Dai again called the municipal administration in charge of cityscaping, but the person who answered checked the location and said that the sewer at the location did not come under their authority, and the highway bureau also said that the sewer was not their responsibility.
Zuótiān, Dài xiānsheng zàicì zhì diànshì zhèngshì róngwěi, duì fāng héshí dìdiǎn hòu zhèngshí, cǐchù quán shǔ shàngwèi huàguī tāmen, ér shì gōnglùjú děng dānwèi yě fǒurèn jǐnggài guī tāmen guánlǐ.

However, the reporter found out that the building contractor for that street is the Beijing Zhenbang Chengji Development and Construction Company, Ltd., and when Mr. Dai contacted that company, the person who answered said they did own that sewer, but they'd already transferred the rights, and they refused to reveal where the rights had been transferred.
Bú guò, jìzhě chádào gāi dàolù de tóuzī jiànshè fāng — — Běijīng Zhènbāng Chéngjī Kāifā Jiànshè yǒuxiàn gōngsī, Dài xiānsheng xiàng qí zīxún jǐnggài quán shǔ wèntí, duìfāng chēng quán shǔ yǐ yíjiāo, dàn què jùjué tòulù yíjiāo duìxiàng.

Later, the reporter called the company, and a Mr. Zou in the office answered and confirmed that they had built the road, but the authority over the waste water sewer "wasn't clear," and he emphasized several times that "who has authority is a problem for specialists"; moreover, he refused to inform his superiors about his interview with the reporter.
Suíhòu, jìzhě zhìdiàn zhè jiā gōngsī, bàngōngshì yí wèi Zōu xiānsheng huífù chēng, gāi dàolù quèshí shì tāmen gōngsī tóuzī xiūjiàn, dàn gāi wūshuíjǐng jíqí quán shǔ wèntí tā "bù qīngchu," bìng duōcì qiángdiào "quán shǔ wèntí shì yí gè zhuānyè wèntí."  Lìngwài, tā jùjué jiāng jìzhě de cáifǎng yìtú gàozhī xiāngguān língdǎo.

As the conversation was about to end, Mr. Zou threw out a few words: "You tell him (Mr. Dai), if he fell into the sewer and hurt himself, what does that have to do with us? If he thinks we are responsible, let him sue!"
Tōnghuà jíjiāng jiéshù shí, Zōu xiānsheng rēngxià yí jùhuà: "Nǐ gàosu tā (Dài xiānsheng), tā zìjǐ shuāishāng le gēn wǒmen yǒu hé guānxi?Tā yàoshì juédé wǒmen yǒu zérèn, ké yǐ qù fǎyuàn gào à."

Mr. Dai said he won't give up, and will continue to pursue this matter.
Dài xiānsheng biǎoshì, zìjǐ bù huì fàngqì, hái huì jìxù chá xiàqu.

Red light? Have a smoke...

Taking advantage of the red lights
(

The bus came to a halt at a red light, and even though it takes only fifty or sixty seconds for the light to change, the driver got up from the driver's seat, "opened the front door and stepped outside for a smoke."
[The photo shows the bus driver outside the bus having a smoke; the reporter gathered information for this article by riding the #15 bus in Nanjing and observing the driver and the passengers] ...
...
When there were about five seconds left before the red light changed, the driver got back on the bus, and rushed to follow the cars ahead of him in making a left turn.

Zhí děngdào hóngdēng shèngxia 5 miǎo, sījī cái shàng le chē, jíjímángmáng de gēnzhe qiánchē zuǒguǎ.
...
At the intersection of Xiang He Road and Zhu Jiang Road, the driver again opened the front door, stepped down, took out a pack of cigarettes, stood in the doorway to the bus, and lit a cigarette ... "Passengers hadn't a clue what was happening, and kept looking out of the bus."

Chéngkè men dōu bùzhīdào fāshēng le shénme shì, wǎng chē wài zhāngwàng.
...
Realizing this, the driver boarded the bus and snuffed out the cigarette in his hand ..."Then the passengers knew that, because smoking wasn't permitted on the bus, the driver was taking advantage of the red lights to have a smoke."

Chē shàng chéngkè fāngcái míngbai, yuánlái gōngjiāochē nèi bù yúnxǔ xīyān, sījī biàn chènzhe děng hóngdēng xiàchē guò yānyǐn le.
...
Soon after, the driver again stepped down from the bus and continued smoking ... "At that intersection, when there were only ten seconds left before the red light changed, the driver still hadn't gotten back on the bus, but calmly stood there smoking"

Yǎnkàn lùkǒu de hóngdēng jiù shèngxià 10 miǎo le, dàn sījī hái méiyǒu shàngchē, yīrán qì dìngshén xiándì zhàn zài chēmén wài chōuyān.
...
A driver in a car that had stopped next the bus opened his window and shouted to the bus driver, "Why haven't you gotten on the bus, the red light's going to change very soon, you'd better hurry up" 停在公交车旁的一位小车司机打开车窗向外喊道:“还不上车,红灯快结束了,快来不及了。” Ting zài gōngjiāochē páng de yí wèi xiǎochē sījī dǎkāi chēchuāng xiàngwài hǎndào: “Hái bú shàng chē, hóng dēng kuài jié shù le, kuài lái bù jí le."
...
The driver didn't respond and seemed not to hear.

Sījī shī fu sìhū méiyǒu tīngdào, bùyǔ lǐhuì.
...
By this time, the passengers were getting anxious, "The light is about to turn green, the driver hasn't come back, how long is he going to make us wait?"  The passengers kept talking about this, they were really dissatisfied with the driver's behavior.

...
With five seconds to go before the light turned red, the driver took a final drag on the cigarette, threw the cigarette butt into the street, hurriedly got back into the drivers seat, closed the door, and began to drive with the traffic ahead ... "This amazed the passengers and people on the street"

...
The reporter notes: "For a driver to stop in the fast lane, and take advantage of a red light to leave the driver's seat and step down and have a smoke, not only is risky for the driver, but also shows lack of concern for the safety of the passengers."

Chē hái tíng zài kuàichēdào shàng, sījī chènzhe hóngdēng shànzì líkāi jiàshǐshì, xiàchē xīyān, fēidàn bùgù zìjǐ de ānquán, yě shì bùgù yì chē chéngkè de ānquán.
...
According to Director Cao of the Nanjing Public Transportation Administration,
relevant Nanjing regulations state that before being employed, every driver must undergo training and education in personal integrity and safety ..."This driver definitely took the training before being employed, so he must have knowingly violated the law, and has to be punished," Director Cao said.
“这位司机上岗前肯定受过培训,属于明知故犯,应予以处罚。”曹主任说  Zhè wèi sījī shànggǎng qián kěndìng shòuguò péixùn, shǔyú míngzhīgùfàn, yīng yúyǐ chǔfá,” Cáo zhǔrèn shuō.

Turning a blind eye

Méiyǒu rén guǎn)

Having read an article in the news about people ignoring an old man who'd fallen down and needed help,  a blogger called "xiaoxiaosam" posted the following question on a popular Chinese blog site:

"If you have old folks at home, do you worry that if they go outside and fall down, others will turn a blind eye to them?"
Jiālǐ yǒu lǎorén de,dānxīn tāmen chūqu shuāidǎo méiyǒu rén guǎn ma?

He went on to explain the motivation for his post:

"I just read in the news about an 88-year old man from Wuhan, he fell down in the entrance to the market , there were many people around, but everyone turned a blind eye, up until his wife and son arrived and took him to the hospital, where he died."
Gāng kàn xīnwén shuō Wǔhàn yǒu gè 88 suì de lǎorén,càishìchǎng ménkǒu shuāidǎo,wéiguān de rén duō,dàn méiyǒu rén guǎn,zhídào lǎobàn hé érzi lái,sòng yīyuàn,sǐ le.

"There are old people in my family, my father can't move about and doesn't go out, but my mother often goes out, this really makes me anxious!  In today's environment, I've seen people fall down, I don't dare help them, but I will call an ambulance" ...
Wǒ jiā yǒu lǎorén,bàba bùnéng dòng bù chūmén,kěshì māma cháng chūmén de,wǒ zhēn dānxīn a.  Jiù xiànzài de fēngqì,wǒ kànjian yǒurén shuāidǎo yě bù gǎn qù bāngzhù de,dàn wǒ huì dǎ diànhuà jiào jiùhùchē.

"Once when my sister was driving, she got involved in an incident with a guy on a motorbike who'd been drinking, and he tried to get money from her. It was New Year's Eve, and she thought she'd just give him a little money and everyone would go home and celebrate the new year"...
Wǒ mèimei céngjīng kāichē pèngdào pèng cí de,hē jiǔ qí mótuō pèng de.  Dànián sānshí,běnlái xiǎng gěi tā diǎn qián dàjiā huíjiā guònián ...

"But the guy wouldn't take the money, and since the police weren't on duty that day, and it was getting dark, she had to take him to the hospital, where they said he was unharmed, but gave him tons of useless medicines ... That still wasn't good enough, but soon after that my sister managed to shake him off" ...
Kěshì rénjia yīdiǎn qián hái bù gàn. Ér jǐngchá dàngtiān dōu bù shàngbān,tuō dào tiānhēi,dàiqu le yīyuàn,méiyǒu shāng,háishi gěi kāile hěn duō méiyǒu yòng de yào. Hái bùxíng,zuìhòu bèi wǒ mèimei gěi shuǎidiào le.

           [Readers responded to xiaoxiaosam's post almost immediately;
here is a sampling of what they had to say]:

2#  In the small village where I'm from, I never worry!  Unlike the people in large cities, in my town everyone is simple and pure-hearted!
Zài wǒ lǎojiā nèige xiǎochéng shìlǐ,wǒ bù huì dānxīn!Wǒmen nàli de rén,xiāngduì yú dà chéngshì,yào dānchún,pǔshí duō le duō!

3#  I also am exasperated by the prevailing morality in today's society, just this morning I saw in the news, an old man fell from his pedicab, and when a truck driver stopped to help him up, the old man right away said he'd been hit by the guy's truck...
Wǒ yě wèi xiànzài shèhuì fēngqì gǎndào wúnài.  Jīntiān zǎoshang kàn xīnwén,yī gè lǎorén qí sānlúnchē shuāi le,yī gè dàkèchē sījī xiàlai fúqǐ tā,ránhòu tājiù shuōshì kèchē zhuàng le tā...

4#  My father-in-law just turned 74, he was walking on the street and a car brushed him, he didn't fall down and wasn't hurt, he even asked if anything happened to the car, but after some time he thought it over, so he said something and they rushed to get him to the hospital, where he got a check-up and found there was nothing wrong, this really raised my father-in-law's awareness...

7#
No use worrying.  This is the way society is today.  I can tell you, not long ago I was walking on the street, and I heard a muffled sound.  About a minute or so after that, I saw a middle-aged man struggling to sit up, but I couldn't tell whether he'd fallen down or was drunk or what ...
Xiànzài de shèhuì fēngqì jiù zhèyàng. Huàshuō qián duàn shíjiān wǒ zài lù biān tīngjiàn yī shēng mēn xiǎng,guò le dàgài yī fēn duō zhōng ba, kànjian yī wèi zhōngnián nánzǐ tǎng zài dìshang zhēngzhá zhuóxiǎng zuò qǐlai,kěshì bùzhīdào shì yāo shuāi zhe le háishi hē jiǔ le háishi zěnme de

For a long time he couldn't get up, he sort of helplessly sat there on the ground and then after a struggle got up and tried to stand the bike up. But that didn't work and he couldn't lift it himself.  He stood there for a few minutes scratching his head and tried again to set it up.  Then with the help of a passer-by he was able to stand the bike up.  The whole thing must have taken about 10 minutes, there were people passing by, everyone looked but nobody dared extend a helping hand ...
Bàntiān qǐbulái,ránhòu nà rén wúnài zài dìshang zuò le bàntiān cái zhēngzhá zhe qǐlai fú diàndòngchē,kěshì shǒu bùdé lì bàntiān yě fú bùqǐ lái. Nà rén mō zhe tóu zhàn le jǐfēn zhōng yòu kāishǐ shìtú bǎ chēzi fúqǐ lái,zuìhòu zài yī gè lùrén de bāngzhù xià cái suàn bǎ chēzi fúqǐ lái le... Zhè zhījiān qǐmǎ yǒu jiējìn10 fēnzhōng de shíjiān,yě yǒu bié de rén lù guò,kěshì dàjiā dōu shì duō kàn le jǐ yǎn,méi rén gǎn shàng qián qù shēnshǒu.

It seemed like some people were afraid of bringing disaster on themselves; of course, I was among them Yěxǔ dàjiā dōu shì pà rěhuò shàngshēn ba. Dāngrán zhè zhōngjiān yěyǒu wǒ.

9#  I'm not worried.  Doesn't matter if it's a big city or a small one, I believe there are many good people ...
If I come across someone who's fallen down, doesn't make any difference if it's an old or young person, I would help or go get help.  I wouldn't think about anything else, I guess it's just an instinct to help ...
Wǒ háishi bù dānxīn. Bùguǎn shì dà chéngshì háishi xiǎochéng shì. Wǒ rènwéi hǎorén háishi hěn duō.  Yàoshi wǒ yùdào le rén shuāidǎo,bùguǎn lǎo de háishi xiǎode,néng shùnshǒu lā yī bǎ háishi huì qù lā de. Bù huì xiǎng qítā tài duō,gūjì běnnéng huì qù lā.

11#  Actually, many people are willing to help others, but the key thing is that old lady from Nanjing who filed a lawsuit, that's caused many people not to want to help Qíshí hěn duō rén dōu hěn yuànyi bāngzhù biéren,guānjiàn shì Nánjīng nà lǎotàitai de guānsi ràng hěn duō rén bù gǎn zuò.

A few years ago in Fuzhou, my father was feeling a little muddled, he'd go out and often fall down, or lose his way, so our family pasted our phone number on his walking stick.  Whenever he fell down, someone always looked after him, and sometimes there were people who saw him home ...

I'm really grateful for that, but I fear the unexpected, and I think of that old lady from Nanjing, and what happened recently with that old lady on her pedicab, and what the court decided, and I feel very sad...

Wǒ hěn gǎnjī,dàn jiù pà pèngdào wúnài,xiǎng Nánjīng de lǎotàitai hé zuìjìn fāshēng de qí sānlún de lǎotàitai,fǎguān jiù nàme pàn,hěn bēi'āi...

12#  I'm worried.  I don't dare help other old people, not only because of the decisions by the courts, but also because of what I saw happen a few years ago on an escalator, when someone tried to make money out of an incident ...
Yǒu cǐ dānxīn. Wǒ bù gǎn fú bié de lǎorén,bùjǐn shì zhè jǐ cì fǎyuàn de pànjué, hái yīnwèi wǒ jǐ nián qián jiànguò zài diàndòng fútī shàng pèng cí de.

It happened at a local upscale department store.  First I saw an old man shouting that someone had knocked into him, many people had gathered around.  Long story short, about an hour later, I saw that old man again with a bunch of younger men, there was nothing wrong with him, he was chatting away happily, giving the impression they were out to cheat people ...
Háishi zài běndì yī gè yǐ guì zhùchēng de shāngchǎng. Xiān shì kàndào yǒu lǎorén rāngrang yǒurén pèng le tā,hěn duō rén wéiguān.  Jiéguǒ yī xiǎoshí hòu,wǒ yòu kàndào cǐrén hé jǐ gè niánqīngrén zài yīqǐ,shénme shì méiyǒu,hěn gāoxìng de shuōhuà,dàyi shì rén hǎo piàn zhīlèi de. ...

I do my best to go along with the elderly person in my house when she goes out, I'm really anxious when she goes out alone...
Wǒ jìnliàng péi wǒjiā lǎorén yīqǐ chūqu,bù fàngxīn tā yī gèrén chūmén...

13#  As I was waiting for the bus one day, a very old person leaning on a walking stick was sitting at the edge of a flower-bed by the roadside, he was in a really dangerous spot at a fork in the road where the traffic was coming and going ... Wǒ zài děng gōngjiāo de shíhou,yī wèi hěn lǎo de lǎorén,zhǔzhe guǎigùn zuòzài lù biān huātán biānyuán,běnshēn jiùshì gè hěn wēixiǎn de wèizhi,nàli yǒu gè chàkǒu yǒu chē jìn-chū de.

The old guy sat there for a while, then tried to stand up, but fell down sprawled in the garden bed, he wanted to get up but was unable to stand.  I looked around at the people on the street, they looked back at me, everyone looked at each other, some people turned their heads away...
Lǎorén zuò le yīhuìr xiǎngqǐlai de shíhou,diē le yī gè gēntou,wāi zài huātán biān,xiǎngqǐlai dàn zěnme yě zhànbuqǐlai.  Wǒ kànkan lù biān de rén,Lù biān de rén kànkan wǒ,dàjiā hùxiāng kànkan,yǒude rén gāncuì niǔ guòtóu.

Then I just hurried away.
Yúshì,wǒ gǎnjǐn zǒuyuǎn le.

17#  What's wrong with people today?  Why, if someone tries to help you, would you try to cheat them? If this kind of behavior continues, I hate to think what the future will be like ... Wǒ bùzhīdào xiànzài de rén zěnme le?Wèishénme rénjia bāng le nǐ nǐ hái yào é rén?Rúguǒ zhège fēngqì jìxù xià qu,zhēn bù gǎn xiǎng yǐhòu huì zěnyàng...

So I believe those people who want to cheat others should be sent to prison, because they intentionally commit the crime of framing someone else, and this way we could kill this sick trend...
Suǒyǐ wǒ rènwéi nà zhǒng gùyì é rén jiù yīnggāi zuòláo,yīnwèi zhè shìgù yì wūxiàn zuì,zhè yǒu zhèyàng cáinéng shā shā zhè bùzhèngzhīfēng.
