On the 19th, the Tengzhou public security bureau in Shandong province got a report from the people that in Chaihudianzhen, a boy on his way to school had been bitten on the neck, ears and thigh by what looked like a grey wolf, and a woman had been bitten to death by the same animal.
山东滕州市公安局19日接到群众报警,柴胡店镇一男孩在上学的路上被一疑似狼的灰色动物咬伤脖子、耳朵及大腿,一妇女被该动物咬死。
Shāndōng Téngzhōushì gōng'ānjú 19 rì jiēdào qúnzhòng bàojǐng, Cháihúdiànzhèn yī nánhái zài shàngxué de lùshang bèi yī yísì láng de huīsè dòngwù yǎoshāng bózi, ěrduo jí dàtuǐ, yī fùnǚ bèi gāi dòngwù yǎosǐ.

After these incidents, Zaozhuang city's public security bureau in Chaihudianzhen immediately sent out more than one hundred police to pursue and capture the animal.  Yesterday afternoon, several hours after being encircled, the grey wolf was shot dead by the police.
事发后,枣庄市公安局、柴胡店镇立即出动百余名警力进行追捕。经过数小时的围堵,当日下午,这只灰狼被民警击毙。
Shì fā hòu, Zǎozhuāngshì gōng'ānjú, Cháihúdiànzhèn lìjí chūdòng bǎi yú míng jǐnglì jìnxíng zhuībǔ. Jīngguò shù xiǎoshí de wéidǔ, dāngrì xiàwǔ, zhè zhǐ huī láng bèi mínjǐng jībì.

Over the past few days, in Zaozhuang city (Shanting district), Tengzhou city and in many other places, the wolf was spotted and attacked local residents, and according to the media, injured or killed at least six people, the youngest was four years old and the oldest was sixty-two. 
连日来,枣庄市山亭区、滕州市等多个地方发生狼出没并袭击村民的事件,根据媒体公开报道,已经导致至少6人死伤,其中最小的4岁,最大的62岁。

On January 12, rural workers demonstrate at Xianyang airport [in Xi'an] for salaries owed; more than 20 worker representatives carry a red banner that reads, "Welcome back president Zhang  Give us our wages," as a way of greeting the president of their company, Mr. Zhang, at the airport.  According to reports, representatives for the workers went many times to the company to ask for the money, but the boss never appeared.  Hearing people at the compay say, "On January 12, he'll be flying back from Beijing," they passed the word on to each other that on January 11, workers from Yulin, Yangling and other places would go to Xi'an to discuss preparing a welcoming ceremony at the airport.  The workers hoped to use this method to "stimulate" the boss to give them their wages.
1月12日,咸阳机场上演农民工讨薪一幕,20名农民工代表,手持鲜花,拉着“欢迎张总回来给我们发工资”的红色横幅,为总经理接机。据称,农民工代表去公司多次要钱,结果连老板的面都没见着。听公司的人说,“12号会从北京坐飞机回来。”于是大家相互转告,1月11日,农民工们从榆林、杨凌等地赶到西安,一起商量准备办一个接机仪式。农民工希望用这种方式“刺激”领导,讨回工资。

But from the expression on president Zhang's face, it looks like the workers owe him money.

Because the radishes he was giving away free to the townspeople caused a near riot and looting, and his sweet potatoes also met with disaster when more than 44,000 pounds were stolen, "Radish Guy" Han Honggang recently became a celebrity on the internet.  Yesterday, Radish Guy posted on blog.sina.com.cn [a popular blog site], and described in detail his original idea of giving away free radishes, and his state of mind after the looting.  
因为免费送萝卜给市民而招致萝卜被哄抢一空,而红薯也跟着遭殃,被抢走四万斤,“萝卜哥”韩红刚连日来成了网络红人。昨天,“萝卜哥”做客新浪微博,详细讲述了自己免费赠送萝卜的初衷和萝卜被哄抢后的心路历程。

He said that the radishes were looted because prices had became so high that many residents couldn't afford them.  He said he didn't think hard enough about how to organize giving away radishes for free, and this brought about a chaotic situation. From now on, he will still give away vegetables for free, but they will be directed to welfare organizations and to schools for migrant workers. 
他称,萝卜被哄抢,原因是终端菜价太高,很多市民买不起。自己这次免费送萝卜的行动的确组织不周到,导致场面混乱。今后还会免费送蔬菜,不过会定向,将蔬菜送给福利机构和民工学校。
Tā chēng, luóbo bèi hòngqiǎng, yuányīn shì zhōngduān cài jià tài gāo, hěn duō shìmín mǎibuqǐ. Zìjǐ zhècì miǎnfèi sòng luóbo de xíngdòng díquè zǔzhī bù zhōudao, dǎozhì chǎngmiàn hùnluàn. Jīnhòu hái huì miǎnfèi sòng shūcài, buguò huì dìngxiàng, jiāng shūcài sònggěi fúlì jīgòu hé míngōng xuéxiào.

About the criticism he got for the "hype," Han Honggang said that he figured it was better to give away the radishes than to let them rot in the ground, and he didn't give it much thought.
面对网友的“炒作”指责,韩红刚表示,自己当时只想着把萝卜送出去总比烂在地里强,没想太多。

Even though the radishes were stolen, Radish Guy still benefitted.  Quite a few internet friends help create a "compassion for sweet potatoes" charity event, and the sweet potatoes have been selling in a community market in Zhengzhou.
虽然萝卜被抢,但“萝卜哥”却因祸得福。不少网友昨在网上帮其义卖“爱心红薯”,其红薯也得以直销进入郑州某社区广场。
Suīrán luóbo bèiqiǎng, dàn “luóbo gē” què yīnhuòdéfú. Bùshǎo wǎngyǒu zuó zài wǎng shàng bāng qí yìmài “àixīn hóngshǔ”, qí hóngshǔ yě déyǐ zhíxiāo jìnrù Zhèngzhōu mǒu shèqū guạ̌ngchǎng.

Yesterday in online interviews many people on the internet had doubts about the hype surrounding Han Honggang.  Of this, Han Honggang said, "I thought that letting the radishes rot in the ground really was a shame, and it was better to let people eat them."  Given what happened, would he still bring free vegetables to market?  Han Honggang said he would, but he will draw lessons from what happened to the radishes.
昨日,在进行微访谈时,也有不少网友质疑韩红刚有炒作之嫌。对此,韩红刚表示,自己当时只想送出去总比烂掉强,并没有想太多。“我当时想,萝卜烂在地里实在可惜,还不如让市民吃掉。”出现这样的事情,今后还会免费送菜吗?韩红刚表示还会送,但会吸取这次萝卜被抢的教训。

Hán Hónggāng biǎoshì hái huì sòng, dàn huì xīqǔ zhècì luóbo bèiqiǎng de jiàoxun.

Even though by looting the community showed rude behavior, because of media attention many people were concerned that he'd lost a lot of money by bringing the radishes to market for free, and on their own initiative they bought Han Honggang's sweet potatoes, and for this he feels very gratified.  "It really is a case of benefitting from misfortune.  The first day, I sold 2,000 RMB of sweet potatoes. The third day, my income from the sweet potatoes alone was close to 5,000 rmb," said Han Honggang.
尽管市民拔萝卜时发生了哄抢的不文明现象,但经过媒体的报道仍有不少人担心他免费送萝卜亏本太大,主动掏钱购买韩红刚的红薯,这让他感到很欣慰。“也算因祸得福吧。第1天,卖红薯卖了2000多块钱。3天下来,光卖红薯收入了近5000元。”韩红刚说。

In the vegetable market, the stand belonging to Zhang Zhengcai is completely deserted and covered with dust, and whenever his wife, Gui Qingmei, sees the place from a distance, she bursts into tears and is overwhelmed with grief to the point of fainting; all that is left now of this close family of three are a tearful mother and son, and this suffering has come about because of a car accident.
菜市场里,原本属于张正才的摊位现在空空荡荡,布满了灰尘,他的爱人归庆梅只要远远看到这个位置就哭号不已,悲伤得几近昏厥,温馨的三口之家如今只剩下每天以泪洗面的母子俩,这些苦难都缘于一场意外车祸。

Zhang Zhengcai was from Cangzhou, a few years ago he was laid off, and in order to support his family he opened a vegetable stand in the market, and the money he earned was enough for his family to live on; he got to see his son admitted to university, and he and his wife felt that life was filled with hope.  No one expected that when Zhang Zhengcai left home to buy goods early in the morning on September 11, 2011, he would not return. 
张正才是沧州人,前几年下了岗,为了维持生计他在菜市场里做起了卖菜的生意,挣的钱刚够一家三口的温饱,眼看着18岁的儿子考上了大学,夫妻俩也觉得生活有了盼头。谁想到,2011年9月11日清晨,张正才出门进货,却再也没有回来。

In tears, Zhang Zhengcai's elder sister said that a friend who sells vegetables with her told her that something had happened to her younger brother, and urged her to hurry to the hospital, but no matter what she asked, her friend refused to say more. "I knew it was bad, but I never expected my brother to die like this!" She recalled that on the day of the incident, it was like a bolt out of the blue, she could not believe her brother had died that way.
对方也不肯多说了张正才的姐姐哭着说,同在一个市场卖菜的朋友告诉她弟弟出事了,让她赶紧去医院,但是再怎么问,对方也不肯多说了。“我就知道不好,但怎么也想不到,弟弟就这么没了!”回忆起出事当天的情况,姐姐表示就像是晴天霹雳,她无法相信弟弟就这样离开了人世。

The accident happened beneath Ya'an Bridge; the scene was chaotic, Zhang Zhengcai's minivan had already burned beyond recognition, all kinds of vegetables from inside the car were scattered on the ground, "You can just imagine what the person looked like from what the car looked like."  Gui Qingmei could hardly endure it, her eyes were red and swollen from crying, the main support for the family was gone in the blink of an eye, she and her son could hardly carry on with daily life, and tuition for the university quickly became a problem. 
出事的地点在雅安桥下,现场已是一片狼藉,张正才的面包车已经被烧得不成模样,车里的各种蔬菜也散落了一地,“车都这样了,人就可想而知了。”受不了打击的归庆梅哭得眼睛都红肿了,家中的支柱瞬间倒塌,她和儿子几乎无法继续正常生活,大学的学费也眼看就成了大问题。

The vegetable market owner who rented the stand to him saw what was happening, "It was unsually lucky that in the middle of misfortune, we found out what a good person manager Zhang is, we've come across so many warmhearted people," said Gui Qingmei, her eyes again filling with tears.  When the president of the Bo Shengda company, Zhang Shengbo, learned of the situation, he returned a full year's rent to Gui Qingmei,  "I thought I should do a little something to help the whole family."  President Zhang said that Zhang Zhengcai was a good person, everyone is saddened by the loss.  
这一切被租给他摊位的菜市场老板看在了眼里,“不幸之中的万幸啊,我们遇到了张经理这么好的人,遇到了市场里这么多的热心人。”归庆梅说着,眼泪又流了下来。泊胜达公司的总经理张双泊了解情况后,将张正才原本支付的一年租金全部退给了归庆梅,“我想我应该尽点力,帮帮这一家子。”张总说,老张是个老实人,这样走了谁心里都不好受。

At the same time, Zhang Zhengcai's family's circumstances also came to the attention of the Hongqiao district government, director Ma Yong of the Shaogongzhuang neighborhood committee said, "We have already sent condolences to the family, and at the same time together with the vegetable market we are collecting donations, as of now we've raised 5,000 RMB, and we are going to continue to try harder." 
与此同时,张正才一家的情况,还得到了红桥区政府相关部门的关注,邵公庄街道办事处马永主任说,“我们已经对家属进行了慰问,同时也和菜市场一起为张正才募集捐款,目前已经筹集了5000元善款,后面我们再继续努力。”

Gui Qingmei is extemely moved by society's care and support, and is gaining the courage to go on living. "When his father left us, I began to believe the sky really was falling, but with so many people helping us, the sky won't fall on our family, I will do my best to raise my son, and make sure that he repays society!"  
社会的关注和支持,让归庆梅感动万分,也鼓起了生活的勇气。“他爸走了,开始我真觉得天都塌了,但是这么多人帮助我们,我们家的这片天塌不了。我要好好抚养儿子,以后让他回报社会!”
Shèhuì de guānzhù hé zhīchí, ràng guī qìng méi gǎndòng wànfēn, yě gụ̌qǐle shēnghuó de yǒngqì. “Tā bà zǒu le, kāishǐ wǒ zhēn juéde tiān dōu tā le, dànshì zhème duō rén bāngzhù wǒmen, wǒmen jiā de zhè piàn tiān tā bùliǎo. Wǒ yào hǎohāo fụ̌yǎng érzi, yǐhòu ràng tā huíbào shèhuì!”

Yesterday, the reporter went to Changping to meet Mr. Dai, who'd just gotten out of the hospital.  Mr. Dai's left eye obviously was bruised, he had eight stitches in his lip, he'd lost three teeth, and he is forced to wear a face mask.
昨天,记者在昌平见到了刚出院的戴先生。戴先生左眼上方有一块明显的挫伤痕迹,嘴唇缝了八针,牙掉了三颗,无奈只能戴着口罩。Zuótiān, jìzhě zài Chāngpíng jiàndào le gāng chūyuàn de Dài xiānsheng. Dài xiānsheng zuǒyǎn shàngfāng yǒu yí kuài míngxiǎn de cuòshāng hénjì, zuǐchún féngle bā zhēn, yá diàole sān kē, wúnài zhǐnéng dàizhe kǒuzhào.

As he recalls it, on October 22nd at around 9:45 in the evening, he was riding his electric bike and taking his girlfriend home by way of Jing-Zang highway, and on the way to the intersection of Fu Road and Manbai Road, he suddenly saw that in the road ahead of him there was a dark hole, "and as I became aware of the danger I hit the brakes, but it was already too late, the bike's front wheel went straight into the open sewer, and both of us were thrown down."  Mr. Dai remembers his face hit the ground first, his forehead and lips were seriously injured, and he lost three teeth.  
据其回忆,22日晚9点45分左右,他骑电动车带女朋友回家,途经京藏高速进京方向辅路满白路口时,突然发现前方路面有一个黑洞,“当我意识到危险刹车时,已经来不及了。前车轮直接栽进井内,我俩被直接甩了出去。”戴先生回忆,他是脸部先着地的,面额和嘴唇受伤最重,牙被磕掉3颗。Jù qí huíyì, 22 rì wǎn 9 diǎn 45 fēn zuǒyòu, tā qí diàndòngchē dài nǚpéngyou huíjiā, tújīng Jīng-Cáng gāosù jìnjīng fāngxiàng Fǔ Lù Mǎnbái lùkǒu shí, tūrán fāxiàn qiánfāng lù miàn yǒu yí gè hēidòng, "Dāng wǒ yìshí dào wēixiǎn shāchē shí, yǐjīng láibùjí le. Qián chēlún zhíjiē zāi jìn jǐng nèi, wǒliǎ bèi zhíjiē shuǎile chūqu." Dài xiānsheng huíyì, tā shì liǎnbù xiān zhuódì de, miàn'é hé zuǐchún shòushāng zuì zhòng, yá bèi kē diào 3 kē. 

After the accident, Mr. Dai was taken to the hospital for treatment, "they put eight stitches in my lip, I've already spent 3,000 yuan [about $450], and that's not counting future medical expenses and dental fees."  Apart from the medical fees, the bike he bought just a few months ago now basically is worthless.
事发后,戴先生被送往医院救治,“嘴唇缝了八针,费用已花了近3000元,这还不算后期药费和治牙的费用。”除了医药费,刚买几个月的电动车也基本报废。Shì fā hòu, Dài xiānsheng bèi sòng wǎng yīyuàn jiùzhì, "Zuǐchún féngle bā zhēn, fèiyong yǐ huāle jìn 3000 yuán, zhè hái bú suàn hòuqī yàofèi hé zhìyá de fèiyong." Chúle yīyào fèi, gāng mǎi jǐ gè yuè de diàndòngchē yě jīběn bàofèi." 

Mr. Dai said his girlfriend told him that that same evening, the traffic police arrived on the scene, and the sewer cover was found about five meters away in the sand by the side of the road.    
戴先生说,事后据女朋友透露,当晚交警到场后,在5米外的路面沙土旁找到了井盖。Dài xiānsheng shuō, shì hòu jù nǚpéngyou tòulù, dāng wǎn jiāojǐng dàochǎng hòu, zài 5 mǐ wài de lùmiàn shātǔ páng zhǎodào le jǐnggài. 

Yesterday afternoon, the reporter and Mr. Dai went to the scene of the accident, and saw the "troublemaking sewer" in fact already had been covered; the writing on the sewer cover reads "Beijing Municipal," and in the middle is the word "sewage" ... Nearby, one could see faint traces of bloodstains. Mr. Dai confirmed that those bloodstains were his from that evening.
昨天下午,记者与戴先生再次来到事发地,“肇事”井口确已盖好,井盖上的字样是“北京市政”,中间是一个“污”字。在路旁,还能隐约看到斑斑血迹。戴先生证实,该血迹是他当晚留下的。Zuótiān xiàwǔ jìzhě yǔ Dài xiānsheng zàicì láidào shì fā dì, "zhào shì" jǐngkǒu què yǐ gàihǎo, jǐnggài shàng de zìyàng shì "Běijīng shìzhèng," zhōng jiān shì yí gè "wū" zì.  Zài lùpáng, hái néng yǐnyuē kàndào bānbān xuèjī. Dài xiānsheng zhèngshí, gāi xuèjī shì tā dāngwǎn liúxià de. 

But finding out who has authority over the sewer cover has presented some serious difficulties.  Mr. Dai made a round of phone calls, and inquired at several offices, but nobody was clear about its "owner" ...
但找到井盖的权属单位,却让他犯了难。戴先生打了一圈电话,询问了多个部门,均未能弄清它的“主人”。Dàn zhǎodào jǐnggài de quán shǔ dānwèi, què ràng tā fàn le nán. Dài xiānsheng dǎle yì quān diànhuà, xúnwèn le duō gè bùmén, jūn wèinéng nòngqīng tā de "zhǔ rén." 

Yesterday, Mr. Dai again called the municipal administration in charge of cityscaping, but the person who answered checked the location and said that the sewer at the location did not come under their authority, and the highway bureau also said that the sewer was not their responsibility.
昨天,戴先生再次致电市政市容委,对方核实地点后证实,此处权属尚未划归他们,而市公路局等单位也否认井盖归他们管理。Zuótiān, Dài xiānsheng zàicì zhì diànshì zhèngshì róngwěi, duì fāng héshí dìdiǎn hòu zhèngshí, cǐchù quán shǔ shàngwèi huàguī tāmen, ér shì gōnglùjú děng dānwèi yě fǒurèn jǐnggài guī tāmen guánlǐ. 

However, the reporter found out that the building contractor for that street is the Beijing Zhenbang Chengji Development and Construction Company, Ltd., and when Mr. Dai contacted that company, the person who answered said they did own that sewer, but they'd already transferred the rights, and they refused to reveal where the rights had been transferred.
不过,记者查到该道路的投资建设方——北京振邦承基开发建设有限公司,戴先生向其咨询井盖权属问题,对方称权属已移交,但却拒绝透露移交对象。Bú guò, jìzhě chádào gāi dàolù de tóuzī jiànshè fāng — — Běijīng Zhènbāng Chéngjī Kāifā Jiànshè yǒuxiàn gōngsī, Dài xiānsheng xiàng qí zīxún jǐnggài quán shǔ wèntí, duìfāng chēng quán shǔ yǐ yíjiāo, dàn què jùjué tòulù yíjiāo duìxiàng. 

Later, the reporter called the company, and a Mr. Zou in the office answered and confirmed that they had built the road, but the authority over the waste water sewer "wasn't clear," and he emphasized several times that "who has authority is a problem for specialists"; moreover, he refused to inform his superiors about his interview with the reporter.
随后,记者致电这家公司,办公室一位邹先生回复称,该道路确实是他们公司投资修建,但该污水井及其权属问题他“不清楚”,并多次强调“权属问题是一个专业问题”。另外,他拒绝将记者的采访意图告知相关领导。Suíhòu, jìzhě zhìdiàn zhè jiā gōngsī, bàngōngshì yí wèi Zōu xiānsheng huífù chēng, gāi dàolù quèshí shì tāmen gōngsī tóuzī xiūjiàn, dàn gāi wūshuíjǐng jíqí quán shǔ wèntí tā "bù qīngchu," bìng duōcì qiángdiào "quán shǔ wèntí shì yí gè zhuānyè wèntí."  Lìngwài, tā jùjué jiāng jìzhě de cáifǎng yìtú gàozhī xiāngguān língdǎo. 

As the conversation was about to end, Mr. Zou threw out a few words: "You tell him (Mr. Dai), if he fell into the sewer and hurt himself, what does that have to do with us? If he thinks we are responsible, let him sue!"
通话即将结束时,邹先生扔下一句话:“你告诉他(戴先生),他自己摔伤了跟我们有何关系?他要是觉得我们有责任,可以去法院告啊。” Tōnghuà jíjiāng jiéshù shí, Zōu xiānsheng rēngxià yí jùhuà: "Nǐ gàosu tā (Dài xiānsheng), tā zìjǐ shuāishāng le gēn wǒmen yǒu hé guānxi?Tā yàoshì juédé wǒmen yǒu zérèn, ké yǐ qù fǎyuàn gào à."

Mr. Dai said he won't give up, and will continue to pursue this matter.
戴先生表示,自己不会放弃,还会继续查下去。 Dài xiānsheng biǎoshì, zìjǐ bù huì fàngqì, hái huì jìxù chá xiàqu.

Gone Fishin' 钓硬币

On October 4th, in the midst of the PRC National Day holiday week, someone called the Beijing Morning Post 《北京晨报》hotline to report that two men were fishing in a pond on the grounds of the Forbidden City's Palace Musuem (故宫博物院 Gùgōng Bówùyuàn) ... It really rankled the caller that the men were fishing for coins ...  

The Pan family were at the Forbidden City to have a good time, when citizen Pan spotted some people by Clear Auspicious Pavilion fishing out the coins that others had thrown into the pond [photo] ... 
十一长假,市民潘先生带着家人到故宫去游玩时,发现有人将别人丢在澄瑞亭池水里的硬币钓走。Shí-Yī chángjià,shìmín Pān xiānsheng dàizhe jiā rén dào Gùgōng qù yóuwán shí,fāxiàn yǒu rén jiāng biéren diū zài Dēng Ruì Tíng chí shuǐ lǐ de yìngbì diào zǒu.

"Other people bring wishes, and with deep feelings throw coins down in the hope their wishes will come true, while these two guys are using some kind of magnet to fish up the coins and take them away, it's really too much!" 
“别的游客带着美好的心愿,虔诚地将硬币丢到台面上并许愿,这两个人却拿着吸铁石将这些硬币钓走,这太过分了。” “Bié de yóukè dài zhe měihǎo de xīnyuàn,qiánchéng de jiāng yìngbì diū dào táimiàn shàng bìng xǔyuàn,zhè liǎng gèrén què názhe xītiěshí jiāng zhèxiē yìngbì diào zǒu,zhè tài guò fēn le. ” 

Based on video Mr. Pan supplied, a reporter went to the location and saw a man about 30 years old using roughly a ten-foot cord with a magnet attached, he was continuously pulling up coins, and could fish up about ten each time in about 30 seconds, and he had a mass of coins....   
在潘先生提供的视频资料里,记者看到钓硬币的男子约30岁左右,用一条3米多的绳索吊着一个类似吸铁石的东西不停地从平台上往上钓硬币,每次大概能钓起来十个左右,半分钟钓起一次,该男子将这些硬币随后收集起来。

A bystander told the reporter that, although he didn't believe throwing coins in the water would make one's wishes come true, still he felt it was unacceptable that someone would fish up the coins others had thrown in ... "Those who threw the coins in would find it even harder to accept"...
另外一位市民表示,虽然不相信往水里丢硬币可以实现美好愿望的想法,但也感觉无法接受将别人丢下去的硬币这样钓出来的做法,“那些丢下硬币的人肯定更加无法接受。” Lìngwài yī wèi shìmín biǎoshì,suīrán bù xiāngxìn wǎng shuǐli diū yìngbì kěyǐ shíxiàn měihǎo yuànwàng de xiǎngfa,dàn yě gǎnjué wúfǎ jiēshòu jiāng biéren diūxià qù de yìngbì zhèyàng diào chūlai de zuòfǎ,“Nàxiē diūxià yìngbì de rén kěndìng gèngjiā wúfǎ jiēshòu. ”

The reporter contacted the Palace Museum officials, and was told by a staff member that they'd never heard of this situation before, he'd make a report and someone would be specially assigned to investigate the matter, and appropriate steps would be taken...

Manhole cover thieves outwitted

What to do when you wake up one morning and find that the manhole covers in your neighborhood have gone missing?  You could suffer in silence, you could call the local police, you could write letters of complaint to the government, or you could do what this residential area in the city of Harbin did: They figured out an inexpensive way to secure the manhole covers, and with that "clever move" 妙招 miàozhāo, have outwitted the thieves ...

In recent years, more than one hundred manhole covers in this neighborhood have disappeared ... According to local resident Lú Wěipíng 芦伟萍, earlier this month six had been stolen in a single night, then another three, then another two, all within a week ... The situation was becoming urgent: "Once a manhole cover has gone missing, residents returning home after dark have to be very, very careful," she said. “井盖一丢,居民傍晚出行都小心翼翼。”她说。"Jǐng gài yī diū,jūmín bàngwǎn chūxíng dōu xiǎoxīnyìyì. ”tā shuō.

[Note: the writer of this blog has a personal interest in missing manhole covers in China, having once fallen into an open manhole that had been concealed by a thin cover of cardboard ... Through the ordeal, which involved a trip to a local clinic, no one mentioned alerting authorities, suing, or fixing the problem -- but everyone involved showed genuine concern about  the injuries (some stitching of a gaping wound on the shin was required) ... Many weeks after the incident, the writer noticed the manhole cover had not been replaced, but the cardboard cover had been refreshed]...

The "inventor" (发明人 fāmíng rén) of the manhole cover lock, Lǐ Dōng 李东 , happens to be the residential property manager ... Of his invention, he said he had no choice but to act “这也是无奈之举” "Zhè yě shì wúnài zhī jǔ", since replacing each manhole cover costs more than 300 RMB (about $50), and the property management had already spent more than 30,000 RMB (almost $5,000) to replace missing covers ...

As the photo shows, the solution is ingenious -- and it is relatively inexpensive; the property manager had the idea of passing a thick steel cable 钢丝绳 gāngsīshéng through the cover's airhole, and drilling into the ground to attach the cable, this method cost 10,000 RMB (about $1600) to lock more than 170 manhole covers in the area ... Note: The solution seems to be modeled on the concept of a bicycle lock
-- stealing manhole covers no doubt is more profitable than stealing bicycles, another rampant problem in China's major cities  ... 

"At the beginning of this month, our residential area continually was losing manhole covers, but since the property management put in the 'locks', no more covers have been stolen," Lú Wěipíng said. “月初,我们小区连连丢井盖,自从物业给上了"锁",井盖一个都没再丢。” "Yuèchū,wǒmen xiǎoqū liánlián diū jǐng gài,zìcóng wù yè gěi shàng le"suǒ",jǐng gài yī ge dōu méi zài diū." 

She called the newspaper's hotline in the hope that the news would be spread of this "clever move" 妙招 miàozhāo ...
